A recent round of negotiations on reforming--and possibly growing--the CPP has been moving slowly since 2010. Last December, the country's finance ministers met at Meech Lake to review their options, with plans to meet again this month. When they do, three questions should frame the discussion on the shape of any CPP expansion. How should coverage be expanded? What should be mandatory and what should be voluntary?
