Policy Forum: Editor's Introduction--Drawing Lessons for Tax Policy from British Columbia's HST Referendum

Abstract:

In the interests of informing future political debates on tax policy, the Canadian Tax Journal has convened this Policy Forum to consider what can be learned about tax policy from the experience with the HST referendum in British Columbia. The motivation is not to replay the past campaign or renew political battles, but to draw lessons from the referendum on the interplay between democratic mechanisms and tax policy. The question on which we focus here is: what should tax practitioners and tax policy designers learn from British Columbia's HST referendum experience?
