Policy Forum: Editor's Introduction--Recent Developments in US Tax Policy

Abstract:

The first few months of 2013 have been a period of exceptional turmoil in matters of us tax policy. The year started with a last-minute deal to avoid the so-called fiscal cliff--the crisis that loomed with the scheduled expiry, on January 1, of reductions in tax rates carried over from the Bush administration, combined with spending cuts to reduce the deficit. Ultimately, Congress agreed to preserve the rate reductions for all but the highest earners and delayed the spending cuts for two months. Further negotiations followed, around raising the debt ceiling in February and then the imposition of the sequester in March, which limited federal government spending in many domains.
